A unitary state, or unitary government, is a governing system in which a single central government has total power over all of its other political subdivisions. A unitary state is the opposite of a federation, where governmental powers and responsibilities are divided. In a unitary state, the political subdivisions must carry out the directives of the central government but have no power to act on their own. Of the member countries of the United Nations , are unitary states. The United Kingdom and France are two well-recognized examples. While technically a constitutional monarchy , the UK functions as a unitary state, with total political power held by Parliament the national legislature located in London, England.

In the previous unit, we discussed some of the major concepts like rights, citizenship, justice and liberty, based on which the relation between the individual and state could be determined. The above concepts become more meaningful in the context of the particular form government that prevails in a state. The present unit therefore introduces you to the various forms of government. However, as students of Political science, we should know more about the meaning of the concept of government including its various forms. This unit therefore gives us a fair idea about what is government and what are its various forms as well as presents the concept of democracy. Besides, an understanding of such concepts will help us appreciate the previously discussed concepts like rights and citizenship better.

So it was with some surprise that I came to learn some twenty years later that Britain was not, and perhaps never had been, a unitary state, centred on Westminster and Whitehall, but a union state, enjoying a large degree of historic autonomy for the nations and regions within the British ensemble. Where my student textbooks had allowed for two typologies of state building—the unitary and the federal—henceforth a third made its appearance: the union state. It is one of the oldest nationstates in Europe and yet, paradoxically, its claim to territorial dominion over the British Isles was historically short-lived, lasting barely one hundred and twenty years, from the Act of Union with Ireland to the partition of Ireland
